Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a W/O emulsifier for an emulsion fuel, exerting superior emulsifiability or dispersibility and stability with time in production of the emulsion fuel by dispersing water in a fuel oil.SOLUTION: The W/O emulsifier is a polyglycerine ester of condensed recinoleic acid composed of polyglycerine in which the sum of contents of triglycerine and tetraglycerine is ≥50 wt.%, and condensed recinoleic acid. By using the emulsifier, water can be stably dispersed in the fuel oil such as light oils or heavy oils.
