Zusammenfassung:	PROBLEM TO BE SOLVED: To efficiently operate a main engine in accordance with the secular change of a ship.SOLUTION: An observer 12 is provided for simulating control objects 10 including a hull, the main engine and a propeller. A governor command u from a control part 11 for controlling the main engine is used as an input to the observer 12. Actual rotation speed Ne of the main engine is fed back to the observer 12. A ship speed Vmo before the secular change, which is estimated in the observer 12, is stored in a memory 13. Control parameters are corrected based on a difference between a ship speed Vm estimated in the observer 12 after the secular change and the ship speed Vmo before the secular change.
