Zusammenfassung:	PROBLEM TO BE SOLVED: To prevent positioning by a second positioning method on a measuring position by a first positioning method from being remained unexecuted when impossibility of positioning by the second positioning method is estimated in a positioning system for determining the propriety of positioning by the second positioning method on the measuring position by the first positioning method based on a measured value of a positioning result by the second positioning method.SOLUTION: A positioning control part 210 calculates the success probability of positioning by a second positioning method and the estimated accuracy of the probability based on a measuring position to be a positioning requirement determination target acquired by positioning by a first positioning method and positioning information stored in a positioning information storage part 220, and when the estimated accuracy of success probability of positioning by the second positioning method is predetermined accuracy or less, performs positioning by the second positioning method, and stores positioning information setting the measuring position to be the positioning requirement determination target and positioning propriety by the second positioning method in a positioning information storage part 220.
