PROBLEM TO BE SOLVED: To solve such a problem that motion detection unit makes incorrect determination due to impact of noise and filtering/non-filtering is executed incorrectly.SOLUTION: A noise elimination device 1 comprises an input unit to which an input video Yin constituting one frame is input, an output unit which outputs an output video Yout obtained by removing noise from the input video Yin, a motion detection unit 104 which calculates the average of peripheral pixels of each pixel excepting the pixel, respectively, for the input video Yin and an output video Ypre output from the output unit one frame before, and determines whether or not there is a motion of the pixel based on the difference of averages thus calculated, and a noise elimination unit which eliminates noise by adding the pixels of the output video Ypre one frame before at a predetermined ratio to each pixel of the input video Yin when determination is made that there is a motion by the motion detection unit 104.
