PROBLEM TO BE SOLVED: To provide a terminal device, a program recording and reproducing system, and a program recording and reproducing method capable of facilitating viewing of a portion with a high viewing rate in a broadcast program.SOLUTION: A display section 25 displays a received broadcast program and a transition graph of a viewing rate of the broadcast program. The broadcast program is video-recorded and the viewing rate associated with the progress of the broadcast program are stored. A viewer recognizes the transition of the viewing rate in the broadcast program by viewing the transition graph. Besides, when an arbitrary time point in the displayed transition graph is designated by an input section 24, the reproduction of the broadcast program video-recorded by a video-recording section 27 is started from the designated time point. Then, the reproduced broadcast program is displayed on the display section 25. Consequently, the viewer can view the broadcast program from the desired time point.
