Zusammenfassung:PROBLEM TO BE SOLVED: To solve the problem called "disaster related death" wherein when such a large disaster as earthquake, tsunami, fire or radioactive contamination occurs in winter, and the gymnasium of school or the like is provided as a disaster shelter, it is necessary for disaster victims to keep off severe cold in a shelter wrapping themselves up in blankets as in outdoors since all lifelines are not available, and an oil stove is not available in case of the risk of any aftershock, and since there may be sick persons or elderly people who become ill and pass away.SOLUTION: Since the ceiling of a gymnasium or the like which is prepared as a disaster shelter is high, heat escapes upward, and a part above a floor level is cold. To cope with this, a transparent heat insulation sheet is so stretched as to entirely cover the interior of a room for shielding the lower part so that the lighting of a height window or a ceiling light can be prevented from being intercepted at almost the height of an entrance/exit. Then, a heating sheet of a tatami size (equivalent to the size of a 24-hour heating sustainable portable body warmer) is spread all over the floor, and blankets are spread above. Thus, disaster victims can stay in a warm shelter with safety even when any aftershock occurs.
