Zusammenfassung:PROBLEM TO BE SOLVED: To provide a method for manufacturing a membrane hardly soluble in water and having excellent proton conductivity, and to provide an electrolyte membrane for a fuel cell obtained by the method.SOLUTION: The method comprises the steps of preparing a phosphonate polymer composite containing a phosphate group containing a poly- (meta-) acrylamide compound having an aromatic ring bound to the nitrogen atom of the poly- (meta-) acrylamide and a plurality of phosphate groups introduced to the aromatic ring, and a melamine resin as a cross-linking agent, and forming a membrane by coating a substrate with the phosphonate polymer composite and forming cross-links.
