The signal processing unit 7 makes spectrum subtraction between the spectrum of the surrounding sound and a spectrum of an environmental sound stored in a storage unit 3 for calculating a spectrum of the masking sound. The spectrum of the masking sound generated by the signal processing unit 7 is output to audiences in a masking area A as the masking sound from a speaker 6A.
