Zusammenfassung:PROBLEM TO BE SOLVED: To provide a charging member having a high relative dielectric constant and a small surface free energy and being capable of maintaining the high relative dielectric constant over a long period of time; a process cartridge effectively allowing high-speed printing and a long life electrophotographic apparatus; and an electrophotographic apparatus.SOLUTION: A charging member 3 has a substrate 101, an elastic layer 102 and a surface layer 103, where the surface layer is a cured product layer of a coating agent comprising a reaction product of a hydrolysis silane compound with a titanium oxide particle having a hydroxyl group amount of 0.7 mass% or more and 35 mass% or less which exists on the surface. An electrophotographic apparatus and a process cartridge have the charging member.
