Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a speed detection apparatus for a train, which is capable of reducing an error of a train speed by using an existent speed power generator, and a speed detection method.SOLUTION: A speed detection apparatus includes: a speed power generator 4 which is mounted in a train 1 for generating pulses corresponding to rotation of a wheel 3; and a sampling circuit 6 for counting the pulses sent from the speed power generator 4. The sampling circuit 6 counts the number of rising edges and the number of falling edges of the pulses sent from the speed power generator 4 at sampling time intervals and detects a speed of the train 1 based on the counted number of pulses at the sampling time intervals.
