PROBLEM TO BE SOLVED: To provide an information processor capable of dynamically selecting a cloud service according to a user's purpose of use.SOLUTION: The information processing system comprises: a service provision device 20 for disclosing information on types of available services and service level; service provision device detection means 52 for detecting service provision devices; service provision device information collection means 52 for collecting service type information and service level information; service receiving means 61 which is an information processor 24 connected via a network for receiving input of a service type; service selection policy acquisition part 68 for acquiring a policy to select service provision devices; candidate device selection means 63 for determining service provision devices enabling provision of the services which the service receiving means received based on the service type information; and service device determination means 64 for determining one or more service provision device(s) from the service provision devices according to the selection policy.
