Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a surface-treated powder which is excellent in water and oil repellency, gives a smooth touch, and has a good adhesion, when applied to the skin, a process of producing the surface-treated powder in an expensive and easy manner, and a cosmetic mixed with the surface-treated powder.SOLUTION: The surface of the base powder of the surface-treated powder is subjected to a surface treatment with a perfluoropolyether phosphoric acid expressed by general formula (1) and an anionic polymer having a perfluoropolyether chain expressed by general formula (2) or a cationic polymer having a perfluoropolyether chain expressed by general formula (3). The cosmetic is produced by mixing the surface-treated powder.
