Zusammenfassung:PROBLEM TO BE SOLVED: To provide a radio communication system which can quickly respond to a change of point where handover should be executed while avoiding unnecessary handover.SOLUTION: An in-vehicle terminal device 10 starts execution of handover if it has determined a prescribed execution condition of handover is met, and after this handover was completed, transmits handover execution completion location information and identification information of a serving base station SB before the handover to a serving base station SB after the handover. In addition, a communication base station 20 determines a recommendation location of handover execution completion based on terminal device location information, a handover map, and an expected travel route of the in-vehicle terminal device 10, transmits this information of recommendation location of handover execution completion and identification information of a target base station TB, to the in-vehicle terminal device 10, and updates the handover map based on the handover execution completion location information.
