Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a charging member having excellent followability to rotation of a photosensitive drum (photoreceptor) and capable of more stably charging the electrophotographic photoreceptor.SOLUTION: The charging member 100 comprises a shaft core body, an elastic layer 104 formed on an outer circumference of the shaft core body 101, and a surface layer 103 formed on the outer circumference of the elastic layer. The surface layer contains at least one selected from fullerene hydroxide and fullerene oxide, and a binder.
