PROBLEM TO BE SOLVED: To avoid an inconvenient situation such as a mischief due to or an electric shock of a human approaching an electric vehicle from occurring while a battery of the electric vehicle is charged.SOLUTION: A vehicle monitoring apparatus 1 includes an obstacle sensor 31 for functioning as a human detecting sensor for detecting the human approaching the electric vehicle 9 while it is charged, and a vehicle control unit 30. If a detection signal from the obstacle sensor 31 meets a predetermined alarm condition, the vehicle control unit 30 implements a first predefined alarm processing. The first alarm processing includes a step of sounding an alarm through an alarming horn 32 provided in the electric vehicle 9 or a step of transmitting reminder information to an external terminal through communication units 33, 34. The reminder information includes image data obtained by a camera 35 while the alarm condition is met. When an alarm instruction is received from the terminal through the communication units 33, 34, the vehicle control unit 30 implements the processing for sounding the alarm through the alarming horn 32.
