PROBLEM TO BE SOLVED: To appropriately calculate the control total amount when a session controller in a redundant configuration is congested.SOLUTION: In the case that the session controller configuring a network is congested and in the case that a congestion is generated to a specified subscriber, the processing capacity of the congested session controller is substituted for a variable y (step S603), all the other session controllers in a redundant relation with the congested session controller are extracted, the total value of the processing capacities is substituted for a variable z (step S604), and both are totaled (step S605). The total value is determined as the control total amount to be used to regulate connection requests in the session controller on an originating side (step S606).
