Zusammenfassung:PROBLEM TO BE SOLVED: To provide a simplified forming method of an inclined film which increases throwing power in surface treatment of a metal substrate.SOLUTION: There is provided the method for continuously forming the inclined film in one processing liquid, in which the metal substrate is immersed in aqueous solution at pH of 4-6 containing Bi element, Y and/or Ce, a cationic organic resin and an aqueous aminopolycarboxylic acid and is cathodically electrolyzed under a condition where the voltage is stepwisely increased using the metal substrate as a cathode.
