The server 5-1 makes a reservation for a moving-in procedure (S113), and a marriage registration procedure (S115) as needed if the address 123 is outside the jurisdiction of a public government office A3-1. The server 5-1 also issues a reservation ID (S119), and saves the input content as reservation ID information 39.
