PROBLEM TO BE SOLVED: To provide a device capable of having excellent visibility all day and all night, reducing time and labor required for maintenance and exchange of expendable components, and accurately calling attention even in a situation that a wind state is unstable with intermittent strong winds or the like, in a streamer display device for transmitting information on the strength of the wind and the direction of the wind to a driver of a vehicle passing through a road.SOLUTION: Data related to the wind speed and wind direction of the wind blowing in the vicinity are received, and the moving image of the situation of a streamer fluttering in movements corresponding to the strength and direction of the wind is displayed on a light emitting display screen. Also, the streamer display device includes a first display part for displaying the streamer and a second display part for quantitatively displaying a wind speed value and calling attention in the case that the wind blowing in the vicinity is a strong wind exceeding the wind speed that can be discriminated by the inclination angle of the streamer or the like. Also, in the unstable state that the strong wind intermittently blows, the moving image of the state of the streamer displayed at the display part is displayed as the state that the strong wind continuously blows.
