PROBLEM TO BE SOLVED: To determine whether an image, a partially captured region of a document, is a character region or not, when the type of non-character regions in the document is unknown.SOLUTION: A determination device applies optical character recognition process to an inputted determination object area assuming that characters are described in the area, and based on the result, at least determines whether it is a character region or a non-character region according to the number of detected unknown words and a ratio of the number of characters contained in the area, or, according to lengths of detected words and the ratio of the number of characters contained in the area.
