Zusammenfassung:	PROBLEM TO BE SOLVED: To improve operation reliability by quickly informing a user that no service information can be received from an intended on-road machine.SOLUTION: An on-board-side center communication unit 48 of a navigation device 3 receives an operation list including information of an operation state that is transmitted from a management center 1 via on-road machines 2 and indicates at least whether each of a plurality of on-road machines 2 is operated or not, and information of the installation location of each of the plurality of on-road machines 2; a navigation-side control device 47 determines whether the intended on-road machine 2 is operated or not based on the information of the operation state and the information of the installation location, and when determining that the intended on-road machine is not operated, informs that no service information can be received from the intended on-road machine 2.
