Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a vibration control device that has high vibration control effect on suppressing environmental vibration without depending on a structural type, and to provide a building having the vibration control device.SOLUTION: A vibration control device is added to a main frame including a column and a girder that is joined to the column. The vibration control device comprises a gate-shaped sub frame, which is made of a pair of columns with a height lower than a lower end of the girder of the second floor of the main frame and a beam that is rigidly connected to the columns and has an approximately the same length as the girder of the main frame and arranged approximately parallel to a circumferential structure plane of the main frame, and a damper arranged between the main frame and the sub frame.
