Zusammenfassung:	PROBLEM TO BE SOLVED: To solve such a problem that, in a conventional energy-saving service, a user and a service provider cannot necessarily receive merits of energy-saving because initial investment by a user (for example, a user of an electric power facility) is necessary and an energy-saving service provider guarantees a target value of energy-saving to the user.SOLUTION: For a target load facility of a user, where energy saving is desired, the current energy consumption is measured. The energy-saving support service provider installs an inverter or an inverter and a motor in the target load facility for controlling motor speed by the inverter. An amount of merit charge based on a difference between the present power consumption and the power consumption with use of the inverter is obtained and distributed by reflecting the merit charge to the content previously decided between the user and the energy-saving service provider.
