To the current-limiting element Z, the switching element Q1 is connected in parallel, and the switching element Q1 is driven by a first drive circuit 11 that is fed back from an output of the boosting chopper circuit 14, and a second drive circuit 13 that generates an ON signal if an output voltage of the rectifier DB becomes beyond a prescribed value higher than that of a normal time.
