Zusammenfassung:PROBLEM TO BE SOLVED: To surely discriminate and detect getting-on and getting-off of passengers by an inexpensive device.SOLUTION: Near on the inner side of an entrance 5 of a passenger transporting vehicle such as a bus, a sensor A comprising a light emitting part 11a and a light receiving part 12a facing each other across a getting-on/getting-off path 6 of a predetermined width and a sensor B comprising a light emitting part 11b and a light receiving part 12b are provided such that the sensor A is provided on the side close to the entrance 5 and the second B is provided on the side far from the entrance 5. Then, by the transition order of the combination of a non-detection state and a detection state by the sensor A and the sensor B, getting-on or getting-off or getting-on and getting-off of passengers are discriminated and detected respectively. The first and second light emitting parts 11a and 11b and the first and second light receiving parts 12a and 12b are arranged so as to generate "state 2" in which an optical path La between the light emitting part 11a and the light receiving part 12a of the sensor A and an optical path Lb between the light emitting part 11b and the light receiving part 12b of the sensor B are both interrupted by the passenger passing through the getting-on/getting-off path 6.
