Zusammenfassung:	PROBLEM TO BE SOLVED: To relatively easily control vehicle speed in a low-speed region and sufficiently reduce a load on linings included in a braking device.SOLUTION: This hydraulic driving device for a wheel vehicle includes: an engine 1; a variable displacement hydraulic pump 18 driven by the engine 1; a traveling motor 13 connected to the hydraulic pump 18 by a closed circuit and driving a plurality of wheels 2; a cut-off valve 62 reducing the capacity of the hydraulic pump 18 when maximum drive pressure of the closed circuit becomes set pressure or larger and restricting maximum traction force by keeping the maximum drive pressure lower than the set pressure; and the braking device 15 with the linings 17 braking an axle 6 to which the wheels 2 are connected in accordance with depressing operation of an inching pedal 50. The hydraulic driving device for the wheel vehicle further includes an operation means operating a spool of the cut-off valve 62 in accordance with the depressing operation of the inching pedal 50. The operating means operates the spool of the cut-off valve 62 by brake pressure.
