HANDOVER CONTROL DEVICE, HANDOVER CONTROL METHOD, AND PROGRAM

PROBLEM TO BE SOLVED: To provide a handover control device suppressing a deterioration of radio wave state during a handover processing.SOLUTION: A terminal 10 starts an HO processing by use of an HO processing means 15 when radio wave state EL becomes lower than a threshold TH. The threshold TH is variable, adjustable based on travel speed VM of the terminal 10, and corrected according to past radio wave state. In one aspect, the threshold TH is corrected according to a difference CR between the lowest radio wave state ELL during past HO processing and lower-limit value THL. This correction is performed to suppress an excessive drop of the radio wave state EL in the next HO processing. This can suppress a deterioration of communication quality during a handover processing.
