PROBLEM TO BE SOLVED: To downsize the entirety and simplify piping and wiring by containing a cushion tank and an ice storage tank in the same tank.SOLUTION: The ice storage tank 25 and the cushion tank 27 are arranged in the same tank 22, cold water is supplied to the cushion tank 27 from the ice storage tank 25 and the cold water is supplied to a water cooler 17 from the cushion tank 27. At that time, a supply amount of the cold water supplied to the water cooler 17 from the cushion tank 27 is controlled by a first three way valve 38 so that temperature in the environment in which the water cooler 17 is arranged becomes a predetermined temperature, and the cold water from the water cooler 17 is distributed to the cushion tank 27 and the ice storage tank 25 by a second three way valve 39 so that water temperature in the cushion tank 27 becomes constant. A setting temperature of the ice storage tank 25 is determined according to a setting temperature of the cushion tank 27 to bring the water temperature of the ice storage tank 25 close to the water temperature of the cushion tank 27.
