PROBLEM TO BE SOLVED: To generate a mosaic image with reduced flicker and wide-range blur.SOLUTION: An object imaging means 101 comprises a plurality of cameras, and images a multi-viewpoint image. A transform means 103a to a reference projection surface subjects an image captured by each camera to projection transform. A cost image generation means 103b generates a cost image for images for F frames in relation to an overlap region of the images subjected to the projection transform. A graph generation means 103c in a time/space direction creates a graph from the images for the F frames as for the overlap region. A graph division means 103d in the time/space direction divides the overlap region into regions for each label. An image combination means 103e combines the images in the overlap region with images in non-overlap regions for each frame.
