Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a softener for sanitary paper capable of imparting a good feeling of moisture and a good touch feeling and suppressing the deterioration of the paper strength.SOLUTION: The softener for sanitary paper includes 1-30 mass% of an arginine derivative (a) which is expressed by formula (1) and 70-99 mass% of a polyhydric alcohol (b). In the formula, Rand Rare a hydrogen atom or a hydroxy propyl group respectively, and removed when both Rand Rbecome a hydrogen atom. At least one of Rand Ris a hydroxy propyl group, and Ris a hydrogen atom, an alkali metal, ammonium or an organic ammonium.
