Zusammenfassung:PROBLEM TO BE SOLVED: To solve a problem wherein, in an on-vehicle monitoring device connectable to an external device via a communication line, and capable of recognizing a situation around the own vehicle mounted therewith from the external device, when a situation obtained by a vehicle in an affected area is intended to be used in public, privacy is impinged.SOLUTION: When receiving disaster occurrence information, this monitoring device sets an affected mode. The monitoring device can perform a normal reception process (S100) like the case where the affected mode is not set for a connection request from a registration user in the affected mode (S92). The monitoring device performs a limited reception process (S118) of imposing restriction relative to the normal reception process, such as permitting only acquisition of a vehicle exterior image without permitting acquisition of a vehicle interior image for a connection request from the public.
