Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a dissolution method which does not need to discard a solution of an existing polymer coagulant and redissolve another chemical when the effect of the existing polymer coagulant decreases by a fluctuation in sludge properties and the like, or can cope with the case where a polymer coagulant having different coagulation performance is required due to a change of a model of a dehydrator and in order to reinforce or increase the performance of the existing polymer coagulant.SOLUTION: A mixed solution which is obtained by adding a powder type coagulant and a water-in-oil emulsion type coagulant while agitating water for dissolution in a dissolving tank, and agitating and dissolving them, or obtained by adding the water-in-oil emulsion type coagulant to an aqueous solution of the powder type coagulant which has been dissolved and agitating and dissolving it is supplied to a sludge coagulating and mixing tank and mixed and agitated, and then dewatered by a dehydrator.
