APPARATUS AND METHOD FOR CONTROLLING CONGESTION

PROBLEM TO BE SOLVED: To provide a congestion control apparatus and congestion control method which can improve stability to congestion of a general IP communication network. SOLUTION: The congestion control apparatus includes: a buffer capacity detecting means 5 for detecting that the buffer capacity of a node is exceeded; a packet selection means 7 for selecting a packet to be returned when the buffer capacity detecting means 5 detects that the buffer capacity is exceeded; a packet returning means 6 for returning the packet selected by the packet selection means 7 to an upstream side node; a retransmission time setting means 9 for setting a retransmission time of a return packet held by in the upstream side node; a retransmission means 10 for retransmitting the return packet held by the upstream side node to a downstream side node on the basis of the time set by the retransmission time setting means 9; a control part (control means) 8 for controlling each means; and an interface 11 for exchanging information with the Internet.
