Zusammenfassung:PROBLEM TO BE SOLVED: To provide a negative electrode in which elution of nickel from an electrode base is prevented, and elution of nickel from an electrode base is prevented when an electrolytic cell assembled from a positive electrode, an ion-exchange membrane, and a negative electrode is stored in atmospheric air or at the time of shutdown of an electrolytic cell; and which is hardly influenced by the reverse current produced at the time of emergency shutdown of an electrolytic cell. SOLUTION: The electrode base includes a mixture layer that is formed on the surface of the conductive base having a nickel surface and contains nickel metal, nickel oxide and carbon atoms. The mixture layer is an electrode catalyst layer formed on the electrode base. The electrode catalyst layer is either one of a layer containing a lanthanoid compound and platinum, a layer containing a lanthanoid compound and a platinum-group metal compound, or a layer containing a lanthanoid compound, a platinum-group metal compound, and platinum, and is used for a negative electrode for aqueous solution electrolysis.
