NETWORK RESOURCE MANAGEMENT SYSTEM, DEVICE, METHOD AND PROGRAM

PROBLEM TO BE SOLVED: To provide a network resource management system for automatically managing a network resource in a virtual environment. SOLUTION: The network resource management system includes: a communication amount measuring means 10 for measuring a communication amount among virtual machines in a virtual environment where virtual machines operate in a plurality of physical servers; an expected value calculating means 12 for calculating an expected value of a network use rate when a physical server for operating a prescribed virtual machine is changed to a different physical server on the basis of the communication amount measured by the communication amount measuring means 10; a validity determination means 13 for determining whether or not a change of physical servers for operating the virtual machine is valid on the basis of the expected value calculated by the expected value calculating means 12; and a change means 16 for changing the physical server for operating the virtual machine on the basis of a result of determination of the validity determination means 13.
