SOLUTION: The blocked polyisocyanate composition includes at least one blocked polyisocyanate represented by formula (I): R-(A)x(B)y. In formula (I), R is a residue of polyisocyanate formed from one or two or more selected from an aliphatic polyisocyanate, an alicyclic polyisocyanate and an aromatic polyisocyanate, excluding an isocyanate group, A is an ester-containing diamide structural unit or an enol isomer group thereof, B is one or two or more structural units of an amide, the total of x and y is 2.0-20, and x is not 0.
