Zusammenfassung:	PROBLEM TO BE SOLVED: To reduce apparatus costs for an access network and a metro network, also to reduce power consumption, to lower delay, and to make efficient band control corresponding to the band used by a user. SOLUTION: An optical transmission apparatus accommodating one or more user-side terminating devices, is equipped with: a transmission source user identifying section for identifying, from information of a frame received from the user-side terminating device, the transmission source user of the frame; a frame converting section for converting the frame into an ODU (Optical channel Data Unit) frame on the basis of a band which can be allocated to the user in accordance with user identification information from the user identifying section; and a frame multiplexing section for multiplexing one or more ODU frames into OTU (Optical channel Transport Unit) frame.
