PROBLEM TO BE SOLVED: To prevent the occurrence of useless processing caused by the occurrence of a trouble after receiving a license issue request and installing software. SOLUTION: A license management server 300 includes: an ID extraction part 314 which extracts ID of a target external application and an ID list of existing external applications from the issue request signal when an input/output processing part 311 inputs a license issue request signal; a license issue propriety determination part 315 which determines whether or not the license of the target external application can be issued on the basis of the ID extracted by the ID extraction part 314 and an application coexistence exclusive relation registration table; a license issue part 316 which issues license information corresponding to the target external application when the license issue propriety determination part 315 determines that the license can be issued; and a response signal generation part 317 for generating a response signal including an issue propriety determination result from the license issue propriety determination part 315.
