PROBLEM TO BE SOLVED: To provide a memory controller operating in a short period of time. SOLUTION: When a power supply state of a memory adjustment part changes over from ON to OFF, a CPU calculates a parameter for controlling a memory access I/F part, transfers the calculated parameter to a flash memory connected to the memory adjustment part, the CPU makes a setting value storage part store the parameter transferred to the flash memory when the power supply state of the memory adjustment part changes over from ON to OFF, and a memory access control part controls the memory access I/F part, based on the parameter stored in an access timing setting part.
