ENCODING APPARATUS AND SYSTEM USING THEREOF

PROBLEM TO BE SOLVED: To provide an encoding apparatus which prevents the occurrence of remarkable quality differences between frames and a system using thereof. SOLUTION: An amount-of-code calculating part 13 calculates the amount of codes for data encoding for each frame, and a bit rate management part 14 calculates and manages the difference value between a target value and the amount of codes, which is calculated by the amount-of-code calculating part 13 to assign the total storage value to a specified number of frames. Then, an encoding apparatus 15 encodes the specified number of frames to be the target value assigned by the bit rate management part 14.
