Zusammenfassung:PROBLEM TO BE SOLVED: To provide a low-power consumption type phosphor for inorganic EL devices emitting light at a low driving voltage, and having excellent energy utilization efficiency. SOLUTION: Powder of a material to be a mother crystal of the phosphor is mixed with powder of a material to be the luminescent center, and the resultant mixture is sintered or melted to prepare the phosphor. A thin-film layer composed of a high-concentration n-type semiconductor material in which a large amount of a donor element ion forms a solid solution in the interior of the mother crystal is provided on the surface of matrix particles composed of the resultant phosphor.
