Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a novel thermal tissue welding system for use in a tissue sealing and cutting (e.g. thermal tissue welding) device. SOLUTION: A system for sealing and cutting tissue includes: a body comprising a pair of opposing working surfaces that hold tissue and is relatively movable; and a heater disposed on at least one of the working surfaces. The heater comprises a tubular heating element and a high resistance, electrically insulating, high thermal conductivity core material disposed within the interior of tubular heating element.
