Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a scalp and hair cosmetic capable of much improving ruddiness and scurf of the scalp, improving scalp itching, and capable of maintaining scalp itching prevention effect for a long term. SOLUTION: The scalp and hair cosmetic includes (A) maltooligosaccharide and (B) at lest one antimicrobial agent selected from piroctone olamine, zinc pyrithione, miconazole nitrate and sulfur, wherein the mass ratio (A/B) of the content of the (A) ingredient and the content of the (B) is 0.01-100. The embodiment further containing (C) a refrigerant, the embodiment further containing (D) a water-soluble polymer other than cationic polymer, and the like are preferable.
