Zusammenfassung:PROBLEM TO BE SOLVED: To provide a device and method for manufacturing toner which prevents particle size from varying by toner particle generated by prilling, while preventing composition from varying by toner particle, and to provide a toner which is manufactured by the above device or method. SOLUTION: The device 1 for manufacturing a toner includes: a liquid droplet ejector 2 having a pressure chamber 14 with nozzles 11 formed therein, and an oscillation device 13 which applies oscillation to a toner composition liquid 10 in the pressure chamber 14; and a chamber 3 which solidifies toner liquid droplets 31 formed in the liquid droplet ejector 2. The liquid droplet ejector 2 has a bypass flow channel 14b through which the toner composition liquid 10 flows. The bypass flow channel 14b is spatially partitioned so as to partially communicate with the pressure chamber 14 through a communication hole 14c, and the toner composition liquid 10 is supplied to the pressure chamber 14 through the bypass flow channel 14b.
