Zusammenfassung:PROBLEM TO BE SOLVED: To provide a technique for efficiently managing a plurality of moving image data picked up at different frame rates. SOLUTION: A frame buffer 16 stores frames of a moving image picked up at a higher frame rate than usual. A frame thinning-out unit 18 thins out the frames in the frame buffer at predetermined intervals to generate frames of a normal frame rate. A normal frame rate frame encoding unit 36 encodes the thinned-out frames to generate a stream of the normal frame rate. A high frame rate frame encoding unit 38 encodes the frames stored in the frame buffer to generate a stream of a high frame rate only in a predetermined period in parallel with the stream generation of the normal frame rate. A control unit 22 generates related information specifying the predetermined period.
