Zusammenfassung:PROBLEM TO BE SOLVED: To provide a charge transport film which suppresses charge-transport performance degradation caused by diffusion, mixing or crystallization of low molecular weight components, such as, a charge transport agent incorporated in the cured film, even if the film is formed by a wet method and which has superior stability with respect to passage of time, a method for producing the same with superior productivity, and a light-emitting element and photoelectric conversion element provided with the charge transport film. SOLUTION: The charge transport film has a coating film, containing at least one kind of charge transport agents and treated by an atmospheric-pressure plasma treatment, wherein giving and receiving of electrons are promoted between the charge transport film and a substance that contacts the charge transport film. In the atmospheric pressure plasma treatment, it is preferable that the plasma generated by a plasma generating apparatus be conveyed to the coating film by an inert gas to apply the plasma thereto.
