MOTION VECTOR DETECTION APPARATUS, MOTION VECTOR DETECTION METHOD AND PROGRAM

PROBLEM TO BE SOLVED: To provide a motion vector detection apparatus which, when searching motion, is capable of suppressing the influence of disturbance such as noise in an image, reducing an operation amount and suitably detecting a motion vector even in a macro block located on a boundary of an object. SOLUTION: A neighborhood search unit 8 previously performs motion search in the vicinity of a zero vector and in the vicinity of a motion vector predictive value and outputs information indicating a block in which a motion vector cannot be detected to a primary search unit 6. The primary search unit 6 performs motion search in each macro block unit and evaluates a motion vector based on a pixel value of a block in which a motion vector cannot be detected by the neighborhood search unit 8.
