BASE STATION DEVICE, AND COMMUNICATION METHOD

PROBLEM TO BE SOLVED: To solve the problem that there is a risk of congestion due to access concentration onto the base station of a destination since multiple radio terminals substantially simultaneously start to access the base station of the destination when multiple users are on a train moving at high speed or passing through a tunnel, etc. SOLUTION: A radio communication system includes a plurality of radio terminals, and first and second base station devices communicating with the plurality of radio terminals. The first base station device acquires priority information indicating the priorities of radio terminals of a radio terminal group concerning the radio terminal group estimated to move in a prescribed direction among the plurality of radio terminals, estimates the second base station device being the hand-over destination or re-connection destination of the radio terminals of the radio terminal group based on the prescribed direction, and previously transmits identification information to specify the radio terminals of the radio terminal group and the priority information to the second base station device. The second base station device performs the hand-over or re-connection of the radio terminals which request the hand-over or re-connection to the second base station based on the identification information and priority information.
