Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method of preventing accumulation of rounding errors caused by a bilinear interpolation processing performed in motion compensation, in a method of encoding an image, wherein the intensity values of luminance or color difference are quantized as integers. SOLUTION: In relation to frames P used for unidirectional motion compensation prediction, two kinds of frames P+ frames 503, 507 for rounding up a value resulting from adding 0.5 to an integer, and frames P- frames 505, 509 for rounding down a value resulting from adding 0.5 to an integer are prepared.
