Zusammenfassung:PROBLEM TO BE SOLVED: To provide a communication system that can reduced frame discard. SOLUTION: In the communication system including a PON system, and an L2SW 1 for connecting an upper network to the PON system, the L2SW 1 stores the communication data received from the PON system in a queue buffer on a queue basis, notifies an identifier of a queue corresponding to the queue buffer having caused congestion, and transmits a control frame, including the identifier, to OLT 4; and OLT 4 executes a band allocation process, based on the identifier included in the control frame.
